@Scoutch_views.your.confusion: Are the emissions measured in PPM in Cali like they are here in British Columbia? If so, it wouldn't really be that hard to pull off - that's concentration, not total amount produced. A properly sorted out carb and a cat would likely bring it in line with mid 1980s numbers.
