I’ve never heard it as “surrendering one’s license.” Becoming inactive, yes.
I don’t think “surrendering” a law license is a thing, at least not in the U.S. You can get disbarred or have your license suspended, or you could stop paying your dues (and eventually your license will lapse) but I don’t think there is a “surrendering" process.
