I was born in the 70's and grew up in the 80's and I can tell you that as a kid I definitely thought of hell, damn, and jackass as swear words. I remember when they used “asshole” on NYPD Blue in the early 90's and that was a big step for the time.

We hadn’t a single instance of character development to suggest Tilly of all people would drop a “fucking” into conversation, let alone in front of a superior officer (whereas we’ve had plenty so suggest otherwise). So the writers either did it for a short-cut to suggest she’s not as tightly wound
