Why not fund the Olympics proportionally (based on GDP) from all participating countries, and have the host chosen at random? That could transform the Olympics to a public service event, providing infrastructure and facilities improvements, while dispersing the cost among everyone.

Actually, removing the spark plug cavities does help the emissions control by quite a bit... that spark plug cavity is where air-fuel charge skirts past the apex seals, as they go by....
