One of my poetry classes in college required us to submit to three places for our final and several people, who had never been published, ended up getting accepted. A lot of people never take that first step because they are afraid of those rejection letters, but I say wear them with pride!

Also, you can apply to jobs out of your reach....while employed. In fact it’s a responsible way to increase your income and happiness level, which are great ways to improve your ability to provide for yourself and your family.

The person who started this is pretty clearly talking about writing, a mostly freelance field in which you have to pitch ideas constantly and, famously, even extremely talented writers are often rejected and get demoralized. This advice is obviously more applicable to freelancing than it is to a job hunt for a 9-5.
