MGMHD loves repeating The Train (next up Wed at 12:30 PM EST) and it is a fantastic film and one of Frankenheimer's best.

I'm not that familiar with the comics but Oracle is Barbara Gordon after she was shot and paralyzed by the Joker. She is a member of the Birds of Prey (along with Black Canary, Katana, Huntress, and Hawkgirl at various points) and is characterized by being a blond paralyzed tech wizard who helps the team from afar.
Arrow could really use it's own Captain Cold/Heat Wave thing to compliment it's overarching story and serve as a balance between fighting against and enlisting against greater evils and Anarky would be a great fit in that role.
They already did the obvious tease of it being Dig so I doubt it will be him. Also I really wouldn't want to lose him so that's my super scientific reason against it.

That line conveys much of my feelings about the film as a whole.
I read it as Best Screenplay that happens to be adapted with the title being awkward only because of the uniform naming of the awards.
