That would be in Manhattan and the Bronx (partially). Brooklyn has a grid but has too many interruptions to it. Queens has a grid that makes no sense at all and you will be doomed.

I fail to see how this is going to keep costs down. If a driver crashes out of this separate race, are they sent to the back of the field for the actual race on Sunday or will they essentially be DNQ for the race? All this is going to do is raise the cost for an F1 team with almost zero benefits.
