In Tool's "Sober", at the 4 minute mark, you can faintly hear a muffled voice shouting something like: "Hey! Hey! Shut up in there! Shut up! (thump thump thump thump thump)" I guess they were annoying the neighbors.
What I like about the old Who is that they took the time to make the villains memorable; if not making them fully 3-dimensional characters, at least giving them a mindset and a motive.
