I don't know for sure but I think the Wights are people they killed, found and reanimated. The White Walkers seem to be more functional, not just mindless, and they are the ones they turn in that weird ceremony like they did with Craster's son.

When I was in Clarksdake, MS we stayed in this amazing motel that was home to a lot of musicians when they were making a name for themselves. We stayed in the Ike Turner room. It made me and my friend vaguely uncomfortable.
