I'm sure we won't see superpowered heroes on the show, but are we to believe from Dinah's joke that The Flash does exist in Central City? And that other superpowered heroes do exist?

I assume he didn't give up Rick because The Governor underestimates him and thinks he will take the Michonne deal. Much easier than killing Rick, possibly getting his people killed, then having to attack the prison which results in more deaths and no guarantee Michonne doesn't escape.
