Kidnapping Mike makes no sense. Was the plan to wait in his hotel room all day until he came home from work? And they just happened to get lucky that he got sent home early for hacking the email of his new boss? And even if they're following him from the office, they don't know where he's going. He could be going out

I assume he didn't give up Rick because The Governor underestimates him and thinks he will take the Michonne deal. Much easier than killing Rick, possibly getting his people killed, then having to attack the prison which results in more deaths and no guarantee Michonne doesn't escape.
