Well kind of like captains and 2nd officers on the Enterprise constantly go off on dangerous "away missions" even though they have hundreds of crew members and a full security staff.
At least B5 tried to explain it away many times with needing to log flight hours and the characters just wanting the change of scenery.

IMO B5's first season is better than first seasons of shows at the time.  It was just the nature of TV that shows had to take a while to figure themselves out.

Not time management- emotional and political turmoil.  Clearly he had time to visit Delenn, he was at a bar.  But as Joe V points out, Garibaldi was shot and possibly dying, and also a shocking event that hit all humans hard (analogous to what happened to JFK 50 years ago, which people are STILL shocked about).

Yeah you could tell that JMS and the writers/producers spend a lot of time thinking through the "practical," physical realities of what it might be like to be a young space-faring culture.  And so you have political discord, constant concern about resources, safety/security, workers, economic classes, etc.
