I don't think Clark was supported by the overwhelming majority of people- it was just enough to keep him in power for a bit. That's really the point of that story arc- the complacency of the masses.

The phrasing had me read it as if the cliche was that mental patients were genetically engineered, not that the behavior of the patients were cliche.

I wouldnt say persistent. It had that problem sometimes but Dax, Kira, and even Troi at the end of TNG were for-real people.
