I like the idea and I agree it makes the emissary part of the whole story make more sense.  Some of the execution was clumsy (every time someone says "The Sisko" I still giggle at how ridiculous that sounds) but that's to be expected when you deal with this kind of story element.

I used to think season 4+ was better because of the excitement of the Dominion War but when I last re-watched the series (about a year ago) I very much enjoyed seasons 2 and 3.  Of course I also skipped the worst episodes so that helped (pretty much skipped most of season 1).
