Hasn't someone proposed that steven fusing with lion would basically resurrect rose, along with 25 percent extra human? I do think lion is the part of Rose that's not in her gem.
I think they established that steven can control his age based on his confidence and how old he feels. I've also dead elsewhere online the creators of the show plan to reveal his true age at some point, and it's not what it appears to be.

I didn't see it as their being younger so much as they're being dressed in 80s style. They may not know much about human culture but based on the photo of Garnet punching out a shark in the 1900s, we do know they tend to tailor their appearance to the style at the times.
