I pulled some stuff up. It looks like Goyer originally wanted The Joker to have a trial in the third movie, and have Two-Face be the main villain in that third movie. Nolan condensed that storyline into the ending of TDK, though, and no script was planned for the third movie. So, the "cameo" idea is without merit.

Yeah, Murphy was pretty phenomenal in that role. That was one of my biggest takeaways from Inception. For all of his dense mythology, clever direction, etc., it really had a beating, throbbing heart of a story in all of its characters.
