I'm not sure I'd even agree with that - Casino Royale was damn near perfect. I didn't even like James Bond before that movie, but it was just very good. Quantum of Solace was clunky in many ways and lacked a lot of the substance - I think looking at it solely as an extension of Casino Royale would sour that movie.
