I thought Rob let the Lannister spy go simply because he had miscounted the number of soldiers Stark had marching with him. Stark says earlier to his mother that he has 18,000, and the spy says he got to at least 20,000 and was still counting. Perhaps by letting him go, he'll misreport the size of the army…
