I think they would have told her the truth if she wasn't so obviously eager to ditch college. She'd never go back and they know that. She was already calling the dean to arrange a refund.

If they got the horse back at the end of the last season it was obviously such a stupid plot turn that I forgot it. They never included the money they earned at the diner before. Besides, what about removing the money for rent and feeding the horse?

You might be right about the Borg changing over the course of different shows and movies, but it was pretty much the same universe with the same characters so I think it counts as one arc.
