The Wire had a bit more to hold between all the slow-burn storytelling than Treme does, but you pretty much described what every David Simon show does, and why the man is perpetually damned to being appreciated by most people long after his story is said and done.

That's pretty much what I was all ready to type until I saw your post. This is a show that seems desperate to find ways to entertain by shuffling plot points and characters around haphazardly. I just wasn't in the headspace to really put it together, it was too out of place.
