Part of this show reminds me of "Whose Line Is It Anyway." It is technically a game show, in that there are points and a winner, but the competition/ponts/winner set-up is really little more than an excuse for comedians to have fun and mock/point fun at internet culture. I like the show, and will probably watch it…
It could be really good like "Boardwalk Empire" or awful, like "Playboy Club." I would probably watch a few episodes.
I think the point was that Hoover was stuck in the past. He's fighting the old battles, and a war that is essentially over. He was ignoring the very real and very modern threat of organized crime.
The version of the story I heard as that they had pictures of him in a dress, but I never heard the part about the blow job before.
And I would add, unlike Chalky's sex scene. There is no doubt that what happened between Nucky and Sally was consensual, but there's a strong posibility that what happened between Chalky and Daughter was rape.
Chalky didn't like that her song was depressing, and it did not please his white customers. She was singing the blues, and they came for jazz.

I wondered why they didn't hire a tutor. Maybe they are worried it will make him feel stupid. In high school, I was bad in math, so I had a math tutor. It wasn't a big deal. I also agree, they need to find better books for him to read. By better, I mean something he might actually be interested in.
That was something that bothered me about the plotline. If he's a reluctant reader/having trouble reading, find books on something he's interested in.
