Which makes the phrase "Hopped up on goofballs!" quite nonsensical. Is that a phrase? Did I make it up?

I saw that gag a few years earlier, in a movie called "Young Doctors In Love" - Michael McKean is walking alone and dejected, and the credits start to come up under his feet and he whispers "No no, not yet!" and motions them back down.
