You should check out "Live From New York: An Uncensored History," but yeah, Lorne Micheals is a bit of a passive-aggressive asshole. He's super against any and all improvisation, despite the fact that a large portion of the cast comes from an improv background.
Jim Bruer really won me over from his old school Howard Stern appearances. I highly recommend his appearance where he tells a story about hanging out with Lars Ulrich from Metallica. He's a great story-teller, and his Lars impression is hilarious.
I don't think that watching COPS necessarily mean you're supporting them or in favor of them. I think he changed the line more to add in the Didion part.

Even in the last season there are still some pretty funny moments. I thought the prison murder montage set to Nat King Cole was pretty damn funny (in a darkly humorous type of way).

I feel like you can chalk up the differences in the intent of the two shows. Weeds is mostly a comedy with some dramatic elements, while OITNB seems to be mostly a drama with some comedic elements.
