They were metering the methylamine coming off with something like what they use at gas stations.  The 2nd tank was filled with the correct amount of water to balance it, so they were just pumping all of it in.

Russel's natural accent would certainly be something we've never heard before.  Then again, we've never heard how an individual's accent might change over a 300 year period.  Somebody go find a 300 year old guy.
