I think the difference with Varys (at least at this point) is that the only POV who sees him is Ned, who despises him. *minor spoilers*. Tyrion doesn't trust him either but knows that he has no choice to rely on him.

One of the stronger points for Renly's popularity was that he looked like Young Robert come again, all strong and handsome. I wished they had cast/written him as much more bold and handsome.
