Fwiw I'm pretty sure Tod knows the correct usage and it was just a typo-like omission.  I've found that omitting "not" in all contexts is super common for some weird reason when you're flying through a writing, usually when you mean to use the contraction.
And it usually has more hilarious consequences than "I could…
