The problem there is that the Democratic Party doesn't march in lockstep like the Republicans. He did get a whole bunch of extremely popular healthcare policies instituted, but wasn't able to make the law as good as he wanted to because of Blue Dog Democrats like Ben Fucking Nelson.
Ideally the Republicans would've been punished for this bullshit by Democratic voters. But they thought President Donald Trump was better than holding their nose and voting for a person they agree with like 85% of the time.
