If you asked me to explain what the relationship is between the royals, resistance and Wesen Council, I would be 100 percent incapable of doing so. They serve only the purpose they need to in the episodes that feature them.

I think so. It's not concretely established what exactly the ring is, but my assumption was that it was West Point or some other military academy. And when Stowe starts tapping his ring in the same fashion as Dalton, and Dalton reveals he's ex-military, the connection is pretty obvious.
