Yeah, he wrote Dead Set. He has a few other, non-fictional, programs. Newswipe in particularly is excellent, especially after the first episode. eg:

There's a reality show called 'Celebrity Big Brother' in Britain, similar populated with Z-listers (though less famous, obviously, as they're British). Charlie Brooker (I think) suggested they should do a celebrity version of that.

I was just amused by the way he said it, with cliche multiplied by hyperbole. Did he check it 20 times? The use of language fit the character very well, as often on this show.
