Wasn't Shelby a surrogate for Rachel?  I seem to remember in the first episode ever, the writers ripped off an old Arrested Development joke by saying that her fathers mixed their sperm together and turkey-basted Shelby, and she doesn't know who her biodad is.  Cue picture of black dad and Jewish dad, ha ha ha.
