And, another thing, even if the 14 year old was out of line, do you really think that nobody grows up between the ages of 14 and 21?  Nobody comes to their senses and becomes more considerate of their dates/girlfriends/make-out partners?

This doesn't really sound like the sort of advice Dan would give.  Perhaps he's rattling chains?  I've never heard Dan say that all sexual contact needs permission first.
