The CW probably figured they could just save themselves the money of having to digitally add them to the skyline. Admittedly that's really pretty offensive.

I don't think that scene was ever actually intended to be included for the movie though, it was shot specifically to be a trailer. I think they just ended up photoshopping the towers out like everyone else.

Why even introduce GoG if they won't be in Avengers 2 though? That doesn't make much sense. They'll definitely be there in some capacity, though it's possible they won't really join the action till later. All the others are just heavily rumored so hopefully most of them won't be involved.
