The reason Destruction carry's all his stuff with him - the sigil and whatnot - is that it prevents him from being replaced and his realm continues on in a static fashion.

As awful as most of the villains issues were, Justice League #24 was just the best thing to happen since the new 52 started. Just over the top, giddy silver age fun.
