I think Breaking Bad arrived at a time when a show like it had a better chance of surviving and thriving, whereas The Wire and The Sopranos were treading new ground and testing to see what viewers would respond to with intelligent television. It can't be as good because the landscape was different when it started. But

There's this thing I've seen from respectable publications in the last few years where characters who the reviewer doesn't find likable are written off as a flaw instead of a flaw on the part of the reviewer. Stories can't be fleshed out through unlikable characters vs. good, likable ones; Breaking Bad in particular

See, the show got excellent after that. In fact, the show we're all devoted to started in the second half of season 2.
