I think he did a great job of making Dean look like the lughead he is. It's not that he's a wooden actor, it's that Dean is a caveman of a character, and Jared plays him marvelously.
I don't know that it's out of character. Luke has always been curmudgeonly, and he is always giving shit to Taylor for trying to upset the status quo. He obviously loves Rory like a daughter, so it makes sense that he'd crank that ire up to 10 when focused on some lame boy who likes Rory.

You know, I gotta say, I was never a huge fan of *genetically superior* Bashir. It felt like they were trying to retcon him so he had a thing aside from being a generally decent guy. Also, it made darts less fun, and kind of retroactively ruined the episode where O'Brian feels old in the 1st or 2nd season.
