After thinking about it a bit more (possibly too much), here's why I think a US version of this show needed more than just substitutions of Underwood for Urquhart, Congress for Commons, Southern for toff, etc.
I've also been trying to figure out why the direct-to-camera stuff doesn't work as well in this version. I agree with everything you wrote, and would add just this. Spacey feels like he's addressing an audience; Richardson feels like he's addressing me.
Apropos of nothing, that line in the review about working in Jesus' carpentry shop—"every once in a while, somebody’s going to cross two bits of wood together, and things will get awkward"—is totally a slogan in search of a t-shirt.
