Budget constraint means they aren't trying really hard to disguise that it's Toronto (hence the local geographical references and licence plates) but it's clearly meant to be a generic American city, not Canadian. That conference room can't actually be at UMinn though, right? I've never seen that room before but all the outside campus work in this episode was done at Trinity College, U of T - I assume the room is also at U of T. There are a few programs/faculties that are bursting at the seams with alumni cash.
