Not sure that is entirely accurate. It may be that the good of the people coincides with their ultimate goal (seating "Aegon" on the throne), but that is just a happy circumstance.
And the "Free Cities" are basically Greek/Mediterranean city states, with Braavos being an obvious Venice analogue.
