That's true, Jeff's accent is supposed to be funny because its more about his character flaws than the accent itself, however I still find it an incredibly long unfunny and painful (not empathy pain, more embarrassing/awkward pain) way to reach the actually watchable and funny confrontation between him and Annie.

'Community' is a show not memorable or notable for it's season opening episodes. It has always started out shaky and leveled out later on, the major concern should be whether it's limited season run will cause any major upsets.
