Krampus is European German, Belsnickel is Pennsylvania Dutch. I actually have a (cassette!) recording of a Dutch-y "Night Before Christmas" that my mom sent me years ago which includes the Belsnickel.  (I live in the Twin Cities now but grew up in Berks County PA.)
