They're specifically referred to as the military in TWOK. They just have a much more broad mission than any military we know of today, and of course they are much more lax in regulations.

It could have easily made more sense if they didn't just refer to them as "good" and "bad." The "bad" side is really just his more aggressive side, which has the assertiveness to allow him to lead, but is also controlled by all his baser urges so it doesn't really work out for him that well.

Definitely top 5. Hard to choose a definite favorite. There's The Inner Light, Chain of Command, and BOBW… Darmok is a top 10, but the incredible implausibility of a language like that bumps it down just a little too much to be top 5 for me.
