This is true. I just find it sort of amusing how completely committed to his part and how helpful to the Federation the Bashir changeling was, even leaving aside this hypothetical appearance in First Contact.
Then again, since we're being purely hypothetical anyway, it wouldn't be impossible to tweak the DS9 story so that First Contact happens after "By Inferno's Light." There's already that discrepancy with the stardates, anyway.
