There were like three cutaways in the pilot. More than the show usually uses (which is almost always zero), but certainly not close to a Family Guy level of manatee gags.

You should catch up. The first TBS season was a little rough around the edges, but not bad, but this current season has definitely been a big return to form.

That "You're the Best" thing was my favorite recurring gag in the episode. Homer singing a musicless version the first time was funny enough, and it worked to sort of undercut how no one was getting trophies for anything they deserved.

The fact that I am forced to give this comment an upvote makes me hate you all the more.

The actual reason behind that is pretty simple. The show's animation production moved out of Korea, and is entirely done in America now. This means the directors can easily add in small touches which they couldn't do before due to the constraints of having all of the animation being done overseas.

Yeah that musical number was really good. Highlight of the episode, which is saying something, because the entire thing was great through and through.

I'm not sure if Comedy Central would agree to that. They like having SP as lead in for other half-hour shows, and if the episodes were extended to an hour long they wouldn't be able to do that. I'm sure they could figure out something, but it would definitely mess with the schedule.

Yeah, I don't even think the episode is trying to justify it. They're just explaining it. That a troll could be just an average person, who uses it as a way to vent.
