Kinda, I think its meant to be a little terrible; jokes terribleness are usually amplified through time. In my humble opinion a joke is equal parts reference, fun, stupidity, offensive, terrible, and insane..

As to my best recollection.

The best way to view this episode is think of The Simpsons as a museum of pop-culture and you just entered into the hall of Rodney Dangerfield. This episode doesn't have the same effect as it used to, like how the comedies of Caddy Shack and Nation Lampoons Vacation don't hit the same way they used to.
