I'd maintain that one of the problems with season 3 of Millennium is the decision to make the Group the arc villains.  That made a fine bit of shock in The Fourth Horseman/The Time is now, but it didn't play out well in the length of a full season.  They're just not very good at being evil, and were better cast as
