    The streaming services can afford to throw around more money because they're desperate to get attention and make their mark and are willing to take losses in doing it. Other more established networks are at the stage where they don't need the attention and make more rational decisions based on making a profit.

    I think the idea is that while the halftime show probably doesn't directly entice viewers to watch it does add to the overall carnival aura of the Super Bowl and helps make it seem less like a mere football game and more like an overall media event that everyone in America should watch.
