I was a little shocked by that comment.  His tone was… half serious?  I get the feeling they're trying to give depth to Jake's long-term relationship.  He's a wild party dog, and while he loves Lady and wants to take care of her, he's still pinned down more than he wants to be.  Very impressive.

Finn's reaction didn't feel out of place to me.   In that moment, Finn was gripped by his adoration for Billy - it's the one thing that could make him view PB has an obstacle.  There was also romantic tension there, too, of course - her cutting him was a symbolic injury.   Finn is pretty confused.

I guess PB's weird behavior in this ep could be attributed to her intelligence.  She can be rather myopic - seemingly logical thought processes can lead to stupid plans ("I was too smart to see it!").
