I assume the masks were provided for the challenge since the reward was fishing gear, i.e. no tribe would have access to one before. I think the other tribes just chose not to bother with one.

Yul was able to benefit from when the idols were stronger though. You could play it after the votes were read, so in essence tribe members couldn't bluff you into playing it.  I'm not sure the play style of letting everyone know you had it would work with the current rules.

I agree that 3 tribes will undoubtedly become 2 but that does somewhat ruin the spoiler a three tribe merge could produce.  As discussed elsewhere in the comments, rather than having a dominant tribe pick off the members of the other, the third tribe can swing the votes.
