The problem with that argument is the idea that the US is a better option than either. As it is, the US dominating the world hasn't been good for the world.
Honestly, if lives weren't at stake I wouldn't be sad about the US losing its dominating status in the world. A better balance of global powers would be a good thing.
It would depend where in the world they are looking. We're certainly not free of plagues in all of the world, and thanks to an increasing anti-science hysteria, the plague-free areas of the world will decrease.
