I enjoyed most of season seven, too. There are some definite clunkers but overall I like it and don't think it's a huge step down like some seem to think it is. I enjoyed Monster a fair bit more than Zach did not just because it was unique, although it was, but because the character of Rob really worked for me.

Great episode. I missed Van Alden but in last season's finale he showed up for one scene, I think Noel mentioned it then, and it felt a little out of the blue.

I don't think that Mulder's passivity is a problem. The fact that no matter what he's still going to eventually come up against a road block seems to be one of the prevailing themes of the show. Unless we as a people start caring about what the military/corporations/hidden governments do, nothing will stop.

While this show gets lots of press for doing something new, I think the real question is when are we finally going to get a show about a middle aged white guy who has ethical problems when it comes to his business practices and struggles to deal with his difficult family that he loves despite it all.
