I think like with Pearls it was a case of them not expecting anything from 'lesser' gems. Expectation is the greater part of skill, you have to think you can do something before you'll even try and the rigid caste system of Homeworld doesn't allow gems to move outside of their boxes or even stretch their limits and

They're running off of gems, lbr. Gems are made by sucking the life out of planets, after which they seem to be self functioning.

More information about Homeworld. They're running low on resources and have been making "Era 2" gems, with limited powers and maybe smaller size too. But apparently Homeworld underestimates what they can do. Homeworld is the worst.
